The planned three-and-a-half star project would appeal to families and could include a mix of hotel rooms and holiday apartments behind the four-star beachsideOutrigger Resort.
Ray Group director Tom Ray said while the group was still in the early processes of planning, the parcels of land at stages 1a3 and eight were deemed the most appropriate for the development.
As part of the approvals process for Salt Village, the Ray Group must ensure there is one more resort title than residential when the development is complete - an almost guarantee of a third resort.
Mr Ray said an 85,000sqm site on the western side of Casuarina Way at Salt Village also was being considered for an upmarket apartment project targeted at the over-50s market.
He said an expressions-of-interest campaign run by PRDnationwide has been popular with developers and the options would be considered at the next Ray Group board meeting.
"The masterplan for Salt Village was always about finding the right mix for different markets," he said.
"We're a five-star resort in Peppers and a four-star resort in Outriggers and we would like the third resort to offer another price point, preferably something more affordable for families.
"Similarly, the active over-50s market is another that would fit in well with Salt's amenities and infrastructure.
"Before we began the campaign with PRD, we already had quite a few inquiries from developers of active-aged facilities, which indicated that is the way the site will best go.
"We realised the best thing was to have a listen to what type of offers are out there before deciding either to sell the site outright, enter into a joint-venture agreement with one or more different developers or hold on to the land and develop it ourselves."
Mr Ray said the creekside site would not be an aged-care facility as such as a retirement village or nursing home, but would include features attractive to an older market.
"The apartment development would feature things like bigger car parks, a library and an indoor pool for the active over-50s community," he said.
"Judging by the interest we've recieved so far, we think it will be another great Salt success, as everyone seems to be looking for a site on the Tweed coast."
Mr Ray said other medium-density sites at the development were earmarked for 'straight-up' residential unit developments.
"It's all about offering consumers a mix of choices."
